　　为加强新型冠状病毒感染的肺炎疫情防控工作，福建省已启动重大突发公共卫生事件一级响应。根据一级应急响应有关要求，现将有关事项通告如下：

　　一、全市各级各部门对所有2020年1月12日以来从湖北（武汉）等重点地区返晋、来晋人员及其密切接触人员实行摸排、报告及管理制度。

　　二、2020年1月12日以来从湖北（武汉）等重点地区返晋、来晋人员及其密切接触人员应主动在村（社区）或酒店做好信息登记，报告健康情况，自行居家医学观察14天，不与外人接触，早晚两次测量体温，全力配合相关管理。

　　三、在疫情存续期，请市民做好个人防护，减少探亲访友和不必要的聚餐，尤其是不去人员密集的场所。外出活动要佩戴口罩，降低呼吸道感染风险。要认识旅行风险，避免去已有疫情的地区旅游和居住。

　　四、从湖北（武汉）等重点地区返晋、来晋人员如出现发热、咳嗽等症状，应及时佩戴口罩，第一时间拨打120由医疗机构专业处置；其他人员到我市公布的定点医院发热门诊就诊。

　　五、一旦被确诊为新型冠状病毒感染的肺炎病例，将按有关规定送指定医院隔离治疗。密切接触者采取14天的集中医学观察。

　　六、在疫情存续期，散布谣言、哄抬物价、欺骗消费者，扰乱社会秩序和市场秩序的，由公安机关或者市场监管部门依法给予行政处罚；构成犯罪的，依法追究刑事责任。

　　三、在全市5个高速出入口设置交通卫生防疫检查站，对从湖北辖区高速口进入车辆及湖北籍车辆和车上人员实施疫情排查防控，司乘人员必须测量体温。

　　五、全市所有寺庙、教堂、民间信仰场所即日起关闭。

　　六、全面停止集市、灯会、庙会等集会。

　　七、全市严禁在疫情防控期间举办任何形式的聚餐聚会活动。

　　八、全市各商场、超市等场所严格按照操作规范开展消毒、清洁与防疫工作，进入各商超的员工、顾客必须佩戴口罩并接受体温检测。

　　九、全市各镇（街道）文化站及各村（社区）老人活动中心、文体活动中心等场所全部关闭，暂停一切活动。

　　一、全市所有民营口腔医疗机构（含民营医疗机构内设的口腔科）暂停营业。市卫生计生执法大队将加强巡查力度，一经发现将依法依规严肃处理。

　　二、公立医疗机构口腔科（除口腔急诊外）全部停诊。请急诊患者如实报告旅行史和接触史，服从预检分诊安排，若存在发热、咳嗽等症状，须先到政府定点医疗机构筛查（有往返武汉等疫区史的患者须第一时间拨打120，由医疗机构专业处置）。

　　二、对湖北籍员工返乡过年，请相关企业务必落实专门力量，逐一电话联络，关心了解其返乡后的生活情况，动员其配合当地政府做好疫情防控工作，劝导其暂时留在当地，待疫情过后再返晋工作。

　　三、对节后返岗或新招聘的湖北籍员工，请相关企业务必第一时间向所在村（社区）登记报备，并敦促其配合作14天隔离医学观察，保证在14天内不与外人接触，隔离医学观察期满并确认无症状后方可上岗。如返岗湖北籍员工出现发热、咳嗽等症状，应督促其及时佩戴口罩，第一时间拨打120由医疗机构专业处置；非湖北籍员工可到我市公布的定点医院发热门诊就诊。

　　四、节后开工生产后，请企业全力配合做好疫情相关防控工作，包括：建立员工体温检测机制，配置红外线体温计；注意环境卫生、室内通风和饮食卫生；督促员工出入公共场所佩戴口罩，避免前往人群密集公共场所，不参加各类聚会及访亲探友; 教育引导员工不信谣、不传谣。

　　为加强新型冠状病毒感染的肺炎疫情防控工作，福建省已启动重大突发公共卫生事件一级响应。根据一级应急响应有关要求，现将有关事项通告如下：

　　一、疫情防控期间全市各类学校取消一切校友会、冬令营等各类集体活动。

　　二、全市各类学校实行人员入校管控制度，加强学校门岗管理，严控无关人员进出校园，对所有进校人员开展体温检测登记，凡出现低热或发热的人员一律不准进入。

　　三、全市各类学校要在春季学期开学前组织开展爱国卫生运动，对学生宿舍、食堂进行全面消毒，加强公共卫生区域巡查。

　　四、全市各类学校要认真做好排摸工作，重点对从湖北（武汉）返回或近期进出湖北（武汉）的师生情况进行全面摸排，确保排摸情况真实可查，并提醒其做好个人防护和居家隔离工作。

　　五、全市各类学校要通知从湖北（武汉）返晋的师生和与从湖北（武汉）返晋、来晋人员密切接触的师生主动向所在村（社区）报告，居家观察14天，不与外人接触，避免参加各种聚会及到人群密集场所活动。

　　六、全市各类学校要通知师生如有发热、咳嗽、呼吸道感染症状，不要与人接触，及时佩戴口罩，第一时间到我市公布的定点医院发热门诊就诊（有往返武汉等疫区史的要拨打120，由医疗机构专业处置）。

　　七、全市各类学校要通知家长督促孩子尽量留在家中，引导其加强体育锻炼，养成良好生活方式。

　　本通告自发布之日起施行。
